We are pleased to share another successful outcome for Stat Planning, securing three planning approvals for a client focused on farm and rural diversification across two neighbouring authorities.
This project demonstrates how a carefully considered and coordinated planning strategy can unlock opportunities, while effectively addressing key policy and site-specific constraints.
Agricultural Prior Approval Secured
The first stage involved securing prior approval for a new agricultural building under Schedule 2, Part 6, Class A.
This required a robust justification of agricultural need, alongside clear reasoning for the proposed siting to ensure it aligned with the operational requirements of the farm.
Unlocking Commercial Potential Through Class R
Building on this, we successfully utilised an existing hay barn to secure prior approval under Schedule 2, Part 3, Class R, enabling a change of use to commercial.
To support the highways assessment, the proposed use was defined as Class F.2(c) (outdoor sport and recreation), with the site set to be used for padel.
A key element of this strategy was proactively addressing sustainability considerations associated with the rural location and reliance on private vehicles -issues that would have been challenging to overcome through a full planning application.
Planning Permission for Dog Walking Facility
Planning permission was also secured for a dog walking facility. While often overlooked, such proposals typically require consent due to the material change of use to commercial activity.
This element of the project involved careful negotiation, particularly in relation to the impact on the nearby Canal Conservation Area. Amendments to the layout, including repositioning of the facility, were agreed alongside detailed input from highways and biodiversity specialists.
This project highlights the value of a joined-up approach- using sequential consents and permitted development rights to maximise site potential, while successfully navigating planning policy challenges.
